TOWN PROFILE

            Mallanginar Town  Panchayat is the Second Grade Town  Panchayat in Virudhunagar District.  The town is situated on western ghat base at a distance of 11km from Virudhunagar Town. The state Highway road called ‘Virudhunagar to Kalkurchi’ Highway road connecting Madurai – Virudhunagar is passes through this town.  The panchayat jurisdiction extends over an area of 8.70 sq.km.

            Mallanginar Town Panchayat is one of the major Town Panchayat and is classified and a second  Grade Town panchayat with 15 administrative wards having an area of 8.70 Sq.k.m.  With a population of 12986 (2011 Census).  The town primarily comprises residential, commercial, institutional.  people is doing Agriculture, Small business and other Minor Coir  Industries.

            Mallanginar Town Panchayat has one Nationalized Bank, E.B. Sub-station with office, Town Panchayat office, Postal and telegraph office, Highway and P.W.D. Office, Police station, Library. 

            There is one Govt. Hospital, Two Higher Secondary Schools Two for boys and Girls, One high School, Nine middle Schools and Two Hostels for boys and girls.

            Topography. The general topography of the town indicates a gentle fall from south to north and west to east.  It is seen from the contour map of this area.  The Town has 2  kanmais and 11 Urani.                      

Climate and Rainfall

            Climate of the town on the whole is temperate and from March to June is generally hot.  The Town receives maximum rainfall from Southeast mansoon and the annual rainfall is 800mm.  April to June are the hottest months of   Temperature start rising towards the end of February.

Geology and Soil Condition

            The general lithology of the Mallanginar area is as follows.  It is noted that, top soil is found in the first 2 meters Gravel and above 50 meters sand, and got ground water level is 60-100 meters.  The ground water is potable in this Town.

OCCUPATIONAL STRUCTURE

           The Town Panchayat has provision, of first Agriculture Next Small Business. The Mallanginar Town Panchayat is neither town and nor village.

 WATER FACILITY

            Present population of the town is 12986 (2011).  The source of Drinking water is Borewell and Openwell.  The existing water supply system in this town is an individual water supply scheme.  Daily 9.40 Lakhs litres have been supplied and the percapita supply is 70 liters.  Most of the streets are covered with distribution system except in extension areas.

           Mallanginar Town Panchayat has 2 Higher Secondary School, 2 Middle School, 7 Elementary School, 1 Kalyana Mandapam, 1 Government Hospital, 2 Private nursing Homes. 

ANALYSIS OF THE EXISTING SITUATION

            An analysis of the existing situation has been done as a first stage of formulation of CCP.  The purpose of the analysis is to make a realistic assessment of where the Town is direction in which it has been moving, and its strength and weakness.  The stage is meant to make and in-depth analysis, of the demographic, economic, financial, infrastructure physical, environmental and institutions aspect of the Town.  It is also examined the implication thereof for service delivery management and governance.

CAPACITY BUILDING

            A committee has been formed comprising Executive Officer, Assistant Executive Engineer, and Junior Engineer to interact with the local welfare Association, Elected Council Members, Town Panchayat Chairman and the local legislative member of Assembly and with the other stake holders of the Mallanginar Town to bring out their visions the aspect of fulfilling the basic needs and how they want to have their town in 2012 considering the following aspects.  Two meetings have been convened with the above said stack holders before finalizing the proposals.

DEMOGRAPHY

            A study growth of population of this panchayat reveals that its population had grown from 10146 in 1991 to 16823 in 2001 with an average annual growth rate of 5.18 percent during the period 1991-2001.  The sex ratio of the population is 995 female per 1000 male as per 2001 census which shows the trend of urbanization of this settlement.  The literacy rate as per 2001 census is 62.70 percent of the total population with a composition of male literates and female literates of 51.40 percent and 48.60 percent to total literates respectively.

 FINANCIAL PROFILE

            Property Tax is the primary Source of Town Panchayat Revenue.   Usually a sum of Rs. 15 Lakhs collected under this item.  Out of a total Revenue of 60 lakhs property tax is the major resource, of this ULB.

            Even though collection of Property Tax is the major source of Revenue, it is not possible as on date even to meet our the recurring expenditure, by our source. 

            To meet out the financial crux with fiscal Revenue. Necessary Budgetary provisions were given under Government head of grants.  Here, S.F.C. grants must be a needful one. 

            Considering expenditure.  Salaries to staffs find a major portion.  Assets were created with the help of balance sufficient funds, available.  The financial status of Mallanginar Town Panchayat Selection Grade Town Panchayat is for the last 3 years indicates deficit in the income and expenditure pattern.

EXISTING INFREASTURCTURE

            The infrastructure profile refers to the current stat of infrastructure and utility system in the Town.  It indicates the adequacy or inadequacy of infrastructure services in terms of coverage, quantity, and quality and attempts to identify the factors responsible for inadequate development of infrastructure services.  It measures the gap between demand and supply of different infrastructure services, and examines the factors that explain the gap.  For example, is the inadequacy of the availability of water of power due to: (i) the lack of investment, leakages and thefts commonly observed in water and power sectors (ii) low tariffs that serve as a disincentive to investment (iii) or institutional fragmentation. It reviews the cost of delivering services and compares them with recoveries made there from.

            The most important aspect of the analysis lies in recognition of the fact that inadequate access to infrastructure is a key constraint to development apart from determining the characteristics and quality of public serviced delivery, it is important to ascertain the factors that are constraining infrastructure development.

WATER SUPPLY

            The existing water supply system in this town is an individual water supply scheme.  Daily 9.40 lakhs liters have been supplied and the per capita supply is 70 liters.  Most of the streets are covered with distribution system except in extension areas. 57 HPS and 67 number of mini power pump with 1000 liters capacity HDPE Tank and provided in this town for supply of water daily for other purpose.

SOURCE OF WATER SUPPLY

            The Pumping main Water supply is maintained by TWAD Board and Distribution water supply is maintained by the Town panchayat.  The town panchayat supplied 70 LPCD chlorinated water supply is sufficient in this town panchayat.  The primary source of water supply from open well and Borewell.

DISTRIBUTION SYSTEM

            Storage Facilities. The water is collected in the 1.00 Lakhs liters, 1.50 lakhs liters and 60000 liters capacity OHT and supplied through the feeder mains.
